China rushes relief after Sichuan quake kills scores

LUSHAN, China (AP) ? Luo Shiqiang sat near chunks of concrete, bricks and a ripped orange sofa and told how his grandfather was just returning from feeding chickens when their house collapsed and crushed him to death in this weekend's powerful earthquake in southwestern China.

"We lost everything in such a short time," the 20-year-old college student said Sunday. He said his cousin also was injured in the collapse, but that other members of his family were spared because they were out working in the fields of hard-hit Longmen village in Lushan county.

Saturday's earthquake in Sichuan province killed at least 186 people, injured more than 11,000 and left nearly two dozen missing, mostly in the rural communities around Ya'an city, along the same fault line where a devastating quake to the north killed more than 90,000 people in Sichuan and neighboring areas five years ago in one of China's worst natural disasters.

The Lushan and Baoxing counties hardest-hit on Saturday had escaped the worst of the damage in the 2008 quake, and residents there said they benefited little from the region's rebuilding after the disaster, with no special reinforcements made or new evacuation procedures introduced in their remote communities.

Luo said he wished more had been done to make his community's buildings quake-resistant. "Maybe the country's leaders really wanted to help us, but when it comes to the lower levels the officials don't carry it out," he said.

Relief teams flew in helicopters and dynamited through landslides Sunday to reach some of the most isolated communities, where rescuers in orange overalls led sniffer dogs through piles of brick, concrete and wood debris to search for survivors.

Many residents complained that although emergency teams were quick to carry away bodies and search for survivors, they had so far done little to distribute aid. "No water, no shelter," read a hand-written sign held up by children on a roadside in Longmen.

"I was working in the field when I heard the explosions of the earthquake, and I turned around and saw my house simply flatten in front of me," said Fu Qiuyue, a 70-year-old rapeseed farmer in Longmen.

Fu sat with her husband, Ren Dehua, in a makeshift shelter of logs and a plastic sheet on a patch of grass near where a helicopter had parked to reach their community of terraced grain and vegetable fields. She said the collapse of the house had crushed eight pigs to death. "It was the scariest sound I have ever heard," she said.

The quake ? measured by China's earthquake administration at magnitude 7.0 and by the U.S. Geological Survey at 6.6 ? struck shortly after 8 a.m. on Saturday. Tens of thousands of people moved into tents or cars, unable to return home or too afraid to go back as aftershocks continued to jolt the region.

The quake killed at least 186 people, left 21 missing and injured 11,393, the official Xinhua News Agency quoted the provincial emergency command center as saying.

As in most natural disasters, the government mobilized thousands of soldiers and others, sending excavators and other heavy machinery as well as tents, blankets and other emergency supplies. Two soldiers died after their vehicle slid off a road and rolled down a cliff, state media reported.

The Chinese Red Cross said it had deployed relief teams with supplies of food, water, medicine and rescue equipment to the disaster areas.

Lushan, where the quake struck, lies where the fertile Sichuan plain meets foothills that eventually rise to the Tibetan plateau and sits atop the Longmenshan fault, where the 2008 quake struck.

The seat of Lushan county has been turned into a large refugee camp, with tents set up on open spaces, and volunteers doling out noodles and boxed meals to survivors from stalls and the backs of vans.

A large van with a convertible side served as a mobile bank with an ATM, military medical trucks provided X-rays for people with minor injuries, and military doctors administered basic first aid, applying iodine solution to cuts and examining bruises.

Patients with minor ailments were lying in tents in the yard of the local hospital, which was wrecked by the quake, with the most severely injured patients sent to the provincial capital. With a limited water supply and buildings inaccessible, sanitation is a problem for the survivors.

One of the patients receiving care in the hospital's yard was the son of odd-job laborer Zhou Lin, 22. The baby boy was born a day before the quake struck. Zhou said he was relieved that his newborn son and wife were safe and healthy but was worried about his 60-year-old father and other relatives who have been unreachable in Baoxing.

"I can't get through on the phone, so I don't know what's going on there and they don't know if we are all right," he said.

Every so often, an aftershock struck, shaking windows of buildings and sending murmurs through the crowds.

Ezekwesili turns pastor; seeks economic empowerment for women ...

The former minister made the call in her church message Sunday.

ezekwesiliNigeria?s former minister, and a former World Bank Vice President for African Region, Oby Ezekwesili, has called for economic empowerment of women in Nigeria for national development.

Mrs. Ezekwesili, now a pastor in charge of the Redeemed Christian Church of God, FCT One Province, made the call on Saturday in Abuja during the provincial sisters convention 2013.

The convention has as its theme as ?The Dependable Sister in this End Time.??

Mrs. Ezekwesili, now a fierce critic of the federal government, said that poverty was a manifestation of the lack of empowerment for women in society, adding that more than 60 per cent of poor people in the country are women.

?This is leading to feminization of poverty which is the deeper manifestation of poverty among the female gender,?? she said.

Mrs. Ezekwesili, who said that a large number of women across the globe relied on white-collar job for income, noted that the effort had not solved their problems.

?If women were empowered to do more, the possibility for economic growth and development will be enhance,?? she said.

She urged for more training and higher education opportunities to be given to women for self improvement in order to aspire to higher paying jobs.

Mrs. Ezekwesili added that women should be provided with resources and skill that would enable them gain and retain employment to build their career.

She urged women to ensure that they realize their full economic potential and make adequate use of it for the development of their home, church and the nation at larger.

Dark lightning: Are airplane passengers exposed to radiation from intense bursts of gamma-rays from thunderclouds?

Apr. 10, 2013 ? "What are the radiation doses to airplane passengers from the intense bursts of gamma-rays that originate from thunderclouds?" Florida Institute of Technology Department of Physics and Space Science faculty members addressed the issue and presented their terrestrial gamma ray flashes research modeling work at a press conference meeting of the European Geosciences Union in Vienna, Austria, April 10. Joseph Dwyer, Ningyu Liu and Hamid Rassoul discussed a new physics-based model of radiation dose calculations and compared the calculations to previous work.

Scientists have known for almost a decade that thunderstorms are capable of generating brief but powerful bursts of gamma-rays called terrestrial gamma-ray flashes, or TGFs. These flashes of gamma-rays are so bright they can blind instruments many hundreds of kilometers away in outer space. Because they can originate near the same altitudes at which commercial aircraft routinely fly, scientists have been trying to determine whether or not terrestrial gamma ray flashes present a radiation hazard to individuals in aircraft.

Until recently, the work to answer that question was hampered by a poor understanding of exactly how these gamma-rays are generated by thunderstorms, with initial dose estimates ranging from not-so-safe to downright scary.

Now, scientists at Florida Tech have developed a promising physics-based model of exactly how thunderstorms manage to produce high-energy radiation.

According to their model, instead of creating normal lightning, thunderstorms can sometimes produce an exotic kind of electrical breakdown that involves high-energy electrons and their anti-matter equivalent called positrons. The interplay between the electrons and positrons causes an explosive growth in the number of these high-energy particles, emitting the observed terrestrial gamma ray flashes while rapidly discharging the thundercloud, sometimes even faster than normal lightning. Even though copious gamma-rays are emitted by this process, very little visible light is produced, creating a kind of electrical breakdown within the storms called "dark lightning."

Recent modeling work of dark lightning shows that it can explain many of the observed properties of terrestrial gamma ray flashes. The model also calculates the radiation doses received by individuals inside aircraft that happen to be in exactly the wrong place at the wrong time. Near the tops of the storms, for the types of terrestrial gamma-ray flashes that can be seen from space, the radiation doses are equivalent to about 10 chest x-rays, or about the same radiation people would receive from natural background sources over the course of a year.

"However, near the middle of the storms, the radiation dose could be about 10 times larger, comparable to some of the largest doses received during medical procedures and roughly equal to a full-body CT scan," said Dwyer. "Although airline pilots already do their best to avoid thunderstorms, occasionally aircraft do end up inside electrified storms, exposing passengers to terrestrial gamma ray flashes. On rare occasions, according to the model calculation, it may be possible that hundreds of people, without knowing it, may be simultaneously receiving a sizable dose of radiation from dark lightning."

It is not known yet how often, if ever, this actually occurs, but ongoing research is working to address this issue.

Take work safety to the next level with these action items ...

Reducing the risk of injuries in the workplace?can help companies save money by reducing the potential for workers? compensation claims to arise. The Occupational Safety and Health Administration(OSHA)?suggests?employers?educate workers and prepare them?for possible hazards through training, labels, alarms, color-coded systems, chemical information sheets and other methods.

Seven steps to?improve?workplace safety
Taking preventive action is?key when it comes to avoiding injury in the workplace. According to OSHA, the?Work Safe Center?and other worker?safety organizations, department meetings, classes and demonstrations can help reduce injuries and foster a safer work environment.?Here are seven ways to use these methods to train workers:

1. Department safety meetings can educate and engage
Workplaces may want to consider hosting a series of mandatory safety meetings for staff. During?gatherings, employers and managers can touch upon topics such as hazards, diseases, disaster planning and bullying prevention. Meeting leaders can show worker safety videos and follow the viewings with discussions about the content. Business owners may also consider having open question-and-answer segments after presentations to keep communication channels open and ensure distributed information is understood. Ensuring team members know the correct dates and times of the meetings may help attendance.?

2. Reinforce safety
Positive reinforcement often works better than criticism, according to recent studies. Employers may want to praise employees who take the right precautions?to encourage safe behaviors. For examples, employers may want to recognize workers who demonstrate good?incident?prevention habits,?take safety seriously and help others to do so as well. This may encourage?and spread awareness of?positive practices.

3. Fire up the extinguisher
Showing the team how to properly use the workplace fire extinguisher could?save lives. A fire extinguisher demonstration only takes minutes and gives employees the knowledge they need to mitigate potentially deadly destruction. Employers may consider leading demonstrations for other safety equipment as well.

4. Defensive driving may prevent accidents
According to the National Safety Council?(NSC), a business that employs drivers?may want to implement a course on defensive driving to prevent accidents.

5. Preparing the organization for emergencies
Employers may want to have an emergency plan of action to prepare for natural disasters and other hazardous situations.?After mapping out a plan, employers may want to stage and conduct drills to make sure everyone is prepared. OSHA has a free?emergency action plan available on its website.

6. Implementing a building inspection can prevent illness and?injury
Having a building inspection can ensure the workplace is?safe and compliant with federal and local regulations. Organizations may?want to have buildings checked for asbestos?and ensure it is equipped with properly working fire alarms, sprinklers, carbon monoxide detectors and other safety features.

7. Having a team approach to safety may be?in a workers?s best interests?
Encouraging employees to look out for one another may help prevent avoidable injuries in the workplace. Employers can help workers curb dangerous behavior?by fostering an atmosphere?where team members speak up when a fellow employee?is risking his or her safety. Developing a workplace?culture where employees feel comfortable giving each other feedback when risky behavior is exhibited adds an extra layer of support that could take worker safety to the next level.

Amelia: 'Accept' and 'Tolerate' My Gay Kid? That's Not Good Enough

Last month U.S. Sen. Rob Portman (R-Ohio) reversed his stance on gay marriage, largely because his son is gay, and although I felt like I should have been happy about it, it left a bad taste in my mouth. Of course, I'm happy that there is another senator willing to support the civil rights of all U.S. citizens, but my knee-jerk reaction was, "Oh, you support gay marriage now because it directly affects your family? Well, guess what, Mr. Senator: The rest of our kids matter too." I know that that thought was not generous, and I'm not proud of it, but my frustration is real, and the problem of homophobia is real.

Then U.S. Rep. Matt Salmon (R-Ariz.) made his own announcement. It turns out that he has a gay son too, but his opposition to marriage equality is not going to change. He also made a point to say that he loves his son. A few days later his son did an interview in which he spoke about how his father loves him and is incredibly tolerant. Now I wasn't frustrated; I was furious. I was furious at this father for putting his politics before the rights of his kid, and I was furious that his child felt the need to defend his father when his father sure as hell isn't defending him.

But when I let my temper simmer down and took a step back, I saw that this is an issue that goes far beyond two GOP politicians and their kids.

I've been fortunate enough to hear from gay kids all across the country. A lot of them don't have supportive families, but some do. I cherish the good stories, but there's often a moment in those good stories that makes my heart hurt: when they tell me how happy they are that their parents "still" love them -- because all those kids knew that not loving them was an option.

With politicians there is a lot talk of "acceptance" and "tolerance" when it comes to homosexuality, and I can't help but think that those are the wrong words. I accept the fact that I have to pay taxes. I tolerate the fact that I have to go to the dentist. Why should either of those words apply to how a parent feels about their child?

Parenting is one of the true choices that we have; it's something that we all choose intentionally. Sure, people can become pregnant when that wasn't their plan, but carrying that child to term is a choice. Parenting the child once he or she is born is a choice. No one has to do it. And with parenting come obligations, and the number-one job of any parent is to love their child. Period.

Hate is also a choice. People choose to hate what they don't understand, what scares them and what their religion tells them is wrong. (And speaking of religion, that's a choice too.) Nothing about hate is inherent. And it is always a tragedy when anyone chooses to let their hate make their decisions for them.

But what is not a choice? Being gay. I once had a girl write to me saying that she prays every night to be made straight, because then her family could be happy again. Anyone who thinks that a child would make the choice to be gay is obtuse and not worth engaging in a discussion of the issue.

Gay people happen. That means that gay children happen, and gay children can be born to anyone or adopted into any family. If someone is not prepared to love a gay child, then what business do they have parenting children at all? After all, they can't perform the number-one job.

Some may feel that it is possible to love a person and not accept that he or she is gay. I don't think so. Loving a person means loving a whole person. We don't get to pick and choose the parts. Sure, we can hate the fact that someone is always 20 minutes late, or be infuriated about a 15-year-old's new nose ring. But those aren't defining characteristics. Our orientation is a fundamental part of who we are. Loving someone but hating the fact that he or she is gay would be like loving someone but hating the fact that he or she has arms or legs.

And what about those parents who do "accept" and "tolerate" their gay children? I guess that's better than it could be. They're better parents than those who throw their children out of the house or abuse them for being gay. But does any kid deserve to settle for mere acceptance or tolerance from his or her parents? Words like "accept" and "tolerate" do not indicate good things; in the context of homosexuality, they imply that there is something wrong with being gay that parents have to put up with. That is not a good message.

Every child deserves to be loved for exactly who they are, so I think it's about time that we change how we talk about our gay children. Let's abolish the words "accept" and "tolerate" and replace them with "cherish" and "celebrate." When we cherish and celebrate who our children are, then maybe the scared gay kids in this country will stop worrying about whether their parents will "still" love them and will simply know they are loved unconditionally.

China's Xi offers to reduce friction over hotspots

BOAO, China (AP) ? With pressure growing on Beijing to get North Korea to step back from its war-like footing, Chinese President Xi Jinping said Sunday that no one country should be allowed to upset world peace and added China would work to reduce tensions over regional hotspots.

In a speech to a regional business forum with political leaders from Australia to Zaire present, Xi did not offer any concrete plans for how to deal with China's neighbor, North Korea, which has elevated regional tensions through war-like rhetoric and missile deployments in recent weeks. Nor did Xi offer concessions to other neighbors locked in fraught disputes with Beijing over outlying islands: Japan, the Philippines and Vietnam.

It isn't clear whether Xi was taking a swipe at North Korea or at the United States, a frequent target of Chinese criticism, when he criticized unilateral acts that threaten stability.

"The international community should advocate the vision of comprehensive security and cooperative security, so as to turn the global village into a big stage for common development rather than an arena where gladiators fight each other. And no one should be allowed to throw the region, or even the whole world, into chaos for selfish gains," Xi said at the Boao Forum for Asia, a China-sponsored talk shop for the global elite.

Ambiguity aside, Xi's speech stands in contrast to more strident remarks he has made in recent months and marks an effort to strike an active, cooperative posture to calm regional tensions. This year's Boao meeting ? an annual event billed as Asia's version of the World Economic Forum in Davos, Switzerland ? is being watched for signs of whether Xi, installed in power five months ago, is ready to stake out new directions in a foreign policy that has been bullying toward some neighbors and passive on many international security issues.

The new Xi government is being especially challenged over North Korea. Pyongyang's ratcheting up of tensions in recent months ? from tests of a long-range missile and a nuclear device to threats of nuclear strikes ? have concerned South Korea and the United States, important economic partners for China which have looked to Beijing to rein in its longtime, if estranged communist ally.

Prime Minister Julia Gillard of Australia, whose economy has been booming due to Chinese demand, appealed to Beijing to use its leverage to get Pyongyang to climb down.

"All countries in the region share a deep interest in strategic stability. But the consequences of conflict are even more severe for us all. This is nowhere more clear than on the Korean Peninsula. There, any aggression is a threat to the interest of every country in the region. For this reason, I do welcome the growing cooperation of all regional governments to prevent conflict on the Korean Peninsula and to counter North Korean aggression," Gillard told the forum.

Outside of North Korea, expectations of any change in Chinese policy have been focused on Japan. Months of friction over East China Sea islands led to frosty political ties, tense cat-and-mouse games between their maritime forces and flagging trade between the world's second and third largest economies.

Xi didn't address any dispute by name but he promised a constructive approach to regional tensions.

"China will continue to properly handle differences and frictions with the relevant countries," Xi said in his speech. "On international and regional hotspot issues, China will continue to play a constructive role, adhere to peace and facilitating talks and make unremitting efforts to properly handle relevant issues through dialogue and negotiations."

Still, Xi did not present any compromise. He insisted that China would safeguard its sovereignty and territorial integrity, language that makes it harder for Beijing to back away from territorial claims.

Xi also reminded countries that China represents a good business opportunity for neighbors and the world, saying over the next five years China's imports will reach $10 trillion while its companies plan to invest $500 billion overseas. "The more China develops, the more opportunities for development it brings the world and Asia," Xi said.

Without question, last week was a great moment in gay history. The Supreme Court heard arguments in two cases that speak to the civil rights of same-sex couples. But this week wasn?t bad, either.

In a near-daily parade, six senators expressed public support for marriage equality. On Monday, Sen. Bob Casey (D-Pa.) said yes. Tuesday was a double-header, with Sens. Tom Carper (D-Del.) and Mark Kirk (R-Ill.). Wednesday must have been soul-searching day because on Thursday, Sen. Bill Nelson (D-Fla.) came out for same-sex marriage. And today, Sens. France wants to keep 1,000 soldiers in Mali permanently

BAMAKO/PARIS (Reuters) - France has proposed keeping a permanent force of 1,000 French troops in Mali to fight armed Islamist militants, Foreign Minister Laurent Fabius said on Friday.

Fabius, on a visit to Bamako, said France was pushing ahead with plans to reduce its 4,000-strong military presence from the end of this month but planned to keep a combat force in Mali to support a future U.N. peacekeeping mission.

U.N. Secretary-General Ban Ki-moon called last week for the deployment of a U.N. mission of 11,200 troops and 1,440 police in Mali once major combat ends.

This would include thousands of African troops already in Mali in support of France's three-month military campaign, which has swept Islamist rebels out of the towns of northern Mali and into remote desert and mountain hideaways.

Ban's plan also referred to a parallel force to tackle al Qaeda-linked Islamist extremists directly, which diplomats had said would likely be French. Paris has repeatedly warned that the Islamist enclave in north Mali posed a threat to the West and pledged to entirely eradicate it.

"France has proposed, to the United Nations and to the Malian government, a French support force of 1,000 men which would be permanent, based in Mali, and equipped to fight terrorism," Fabius said before leaving Bamako after a one-day visit.

A diplomatic source in Paris said France hoped to have the peacekeeping force approved by the Security Council within three weeks, and to have it deployed by the end of June or early July in time for scheduled presidential elections.

A clause in the U.N. resolution will allow Ban to request the rapid intervention of France's 1,000 troops, which would be deployed under a bilateral deal with Mali, the source said.

Despite widespread concerns over continuing Islamist attacks in northern Mali and the lack of an effective government presence in many areas, France is pressing its former colony to quickly organize nationwide elections to complete a democratic transition after a March 2012 coup.

"It is best that elections are held," Fabius said. "Our Malian partners say they want that and it is possible. The target is July and everything is being done to meet that deadline."

CALL FOR TUAREGS TO DISARM

Fabius called directly on the MNLA Tuareg separatist rebels, who have assisted French forces in northern Mali after Islamists fled the Tuareg stronghold of Kidal, to lay down their arms and take part in the political process.

Tuareg fighters have helped France and their Chadian allies to track down pockets of militants near Kidal. The success of an MNLA uprising early last year sparked March's military coup but the northern rebellion was soon hijacked by Islamist groups.

"All groups including the MNLA must agree to be confined to barracks and disarm," Fabius said, after meeting with Mali's interim president Dioncounda Traore. "We wish to see the official reopening of negotiations."

Many observers have questioned plans for a swift reduction of France's 4,000 troops in light of the continuing Islamist insurgency and a freeze in peace talks with Tuareg rebels.

Islamist insurgents attacked the northern city of Timbuktu for the second time in a fortnight last week, promising to "open the gates of hell" when the French leave.

Mariam Diallo, an analyst with the Washington-based National Democratic Institute, said the July date for the elections was not feasible and could lead to further problems.

"Everything is in chaos and trying rush the elections could be problematic," she said, adding Mali should be given time to resolve the question of displaced people and the electoral register.

Mali's Foreign Minister Tieman Coulibaly said the gold- and cotton-producing nation was capable of meeting the timetable.

"Refugees and those displaced internally by the crisis could vote in their camps. It is technically possible," he said.

Eurozone crisis live: Bank of Japan boss tries to temper soaring markets

Overnight, more news from Tokyo, where Bank of Japan Governor Haruhiko Kuroda played down concerns of an asset-price bubble as a result of yesterday's announcement of plans to pump $1.4tn into the economy over the next two years.

However, this was a tricky sell, with government bond yields at a record low, the yen hitting a three-and-a-half year trough and the Nikkei soaring to a five-year high.

Elsewhere, over in the US, President Obama is expected to offer cuts to welfare programmes in return for Republican support on the budget, creating a compromise on a deficit reduction deal. We will bring you any market reaction to the news.

Today, all eyes will remain on the US where the latest non-farm employment numbers will come out at 1.30pm as an indicator of further recovery.

Meanwhile, in Europe, the eurozone retail sales figures for February come out at 10am and are expected to show a continued fall in consumer spending.
